Insufficient Privileges when trying to merge a case

End users require access to a handful of Visualforce pages in order to perform a merge. Administrators can grant access for entire profiles, or individual users with permission sets.

Symptoms
Users receive the following error when attempting to interact with the Case Merge Premium application.

Insufficient Privileges
You do not have the level of access necessary to perform the operation you requested. Please contact the owner of the record or your administrator is access is necessary.
Solutions

Grant Access by Profile
User Access Policies in Salesforce allow administrators to automatically grant or revoke access to specific Permission Sets based on defined criteria through profiles. Click here to follow the instructions on how to set up User Access Policies.

Grant Access by User
Ensure that the end-user has the "Case Merge End User" Permission. You can also grant multiple users a permission set by searching for permission sets in Setup> Case Merge End User> Manage Assignments. From here, you will be able to select multiple users to add to the permission set. 

Status
Salesforce enforces security on Visualforce page access and this is expected behavior.
