1) This error usually shows up when there are lots of closed Cases in your Org that are still flagged. The first thing we ask you to do is clear those flags.

To get a sense of how many flagged closed Cases you have in your Org, you can run a report on Cases with the following filters: Status Equals Closed (add all the closed statuses in your Org) and Case Flags Date/Time Not Equals to no values (it has to be blank).

You can use Data Loader to remove the field value from the "Case Flag Date/Time" field. When this field is blank, there is no longer a flag on the case.

In the future, please consider enabling the "Automatically Clear Flags on Closed Cases" setting, as it helps mitigate this issue.

2) When you have a high number of flagged cases, the Case Flags batch job does not function as well as it should. If, after clearing the flags on closed cases, you're still seeing this error appear, we recommend that the batch size be lowered from 200 (the default value) to 100.
